This study investigates the effect of foreign aid on education and lifelong learning in 53 African countries for the period – Three main issues are assessed, notably: (i) the effect of aid on education; (ii) the incremental impact of aid on education and (iii) the effect of aid on lifelong learning. Lifelong learning is measured as the combined knowledge acquired during the primary. The European Union has developed an indicator for measuring lifelong learning, which it defines as the percentage of the population aged 25 to 64 that is participating in education and training. In , the best-performing European countries were Denmark (with 32 percent of the population engaged in learning), Sweden (28 percent), and Finland.
chapter 1 LIFELONG LEARNING FOR ALL POLICY DIRECTIONS SUMMARY In , OECD Education Ministers adopted “Lifelong learning for all” as a policy framework. However access to learning is not yet a reality for all. Few countries have clearly defined the features of an overall system of lifelong learning, or attempted to implement one. A new period emerging in the middle of life – The Third Age – provides unexpected opportunities and challenges for individuals, society, and Lifelong Learning programs. The author reports on significant findings from 20 years of research, using longitudinal studies, of people who have been creatively redesigning their lives in the Third Age. LIFELONG LEARNING Lifelong learning is a broad, generic term that is difficult to define with specificity. Its overlap, or its interchangeable use, with other closely related concepts, such as lifelong, permanent, recurrent, continuing, or adult education; learning organizations; and the learning society (society in which learning is pervasive), makes this even more true.
